Dallas Richards, PE, MBA serves as Chief Engineer for Virginia Railway Express (VRE), the commuter rail service in the Nation’s Capital.  Mr. Richards has over 20 years of experience in the railroad industry. His experience primarily includes structural design and inspection of railway bridges, retaining walls and tunnels, but also includes design and construction of other railroad infrastructure such as track, intermodal facilities, and passenger facilities. Dallas is a Virginia native and graduate of both VMI and Virginia Tech.

Dallas has severed as member of AREMA for more than 18 years in addition to his participation in Committee 24, Education and Training, where he has served as both Chairman and Vice Chairman. Dallas is a dedicated leader for AREMA, demonstrated when he helped establish the popular bi-annual Railway Engineering Education Symposium (REES) event, which offers rail engineering education and resources to professors from across the country.
