Francis J. Miller, P.E. is a professional engineer with more than 36 years of experience in the planning, design, construction, inspection and project management of major railway, track, and facility engineering projects. Assignments have included major rehabilitation, design-build, and FTA New Starts projects for mass transportation systems throughout the United States, including light-rail transit and heavy, commuter, and high-speed, rail, as well as for freight railroad clients. 

Mr. Miller has held various leadership, senior management and engineering positions in consulting engineering including his current position as Vice President, Sr. Project Manager – Director of Track Design, Transit & Rail at AECOM. Other past positions also include working as a Track Contractor and with New York City Transit and SEPTA.
He holds a BST, Civil Engineering, 1984, Spring Garden College and an AST, Construction Engineering, 1984, Spring Garden College and is a licensed Professional Engineer in PA and NC.
